Job Description:
We are seeking a mission driven Project Manager to join Team Red
Pulley in supporting the Defense Health Agency mall Business Office
(SBO). Do you want your program/program management and governance
expertise to directly strengthen the Department of Defense small
business ecosystem and expand opportunities for emerging firms
supporting the military health mission? In this role, you will lead
oversight and execution support for the Mentor Protégé Program,
translating policy, data, and stakeholder coordination into
measurable outcomes. You will work closely with Government
leadership, compliance offices, and industry partners to manage
agreements, conduct needs assessments, track program performance,
and ensure alignment with federal acquisition regulations and DHA
strategic objectives. Location: Location: Falls Church, VA (Hybrid
/ Telework Eligible) Work Environment: Hybrid / Government facility

Minimum/General Experience: 5 years of progressively responsible
experience supporting federal programs involving program
management, governance oversight, policy development, compliance
coordination, and stakeholder engagement. Minimum Education:
Bachelor’s degree and 5 years of program or project management
experience | Associate degree and 6 years of program or project
management experience Qualifications: Demonstrated experience
supporting federal programs, preferably within DoD or DHA
environments Working knowledge of federal acquisition and
compliance frameworks, including: Federal Acquisition Regulation
(FAR) Defense Federal Acquisition Regulation Supplement (DFARS)
Small Business Act Mentor-Protégé Program structures and governance
Experience drafting policy and guidance, coordinating reviews, and
managing program documentation in regulated environments Strong
analytical, organizational, and stakeholder coordination skills,
with the ability to manage multiple priorities and deadlines
Excellent written and verbal communication skills for preparing
executive-ready materials and Government-facing documentation Prior
experience supporting DHA or DoD Small Business Programs
Familiarity with Mentor-Protégé Program reporting, agreement
management, and oversight activities Experience supporting program
management reviews, budget tracking, and performance metrics
Proficiency with Microsoft Office tools, including Word, Excel,
PowerPoint, and SharePoint Key Tasks: Provide day-to-day
Mentor-Protégé Program management support, ensuring alignment with
DHA, DoD, and SBA objectives. Conduct needs assessments for
Mentor-Protégé participants and document capability gaps and
development objectives. Draft, review, and update MPP policy
content, guidance documents, and program artifacts informed by the
Small Business Act, FAR, DFARS, DoD Instructions, and guidance
Coordinate review and approval of new and modified Mentor-Protégé
Agreements, tracking documentation through approval workflows.
Facilitate program management reviews with Government, mentors,
protégés, and other stakeholders. Track action items, risks, and
decisions to maintain audit-ready records. Develop and maintain MPP
budget and expenditure tracking reports. Support preparation of
program execution summaries, metrics, and leadership briefings.
Assist in compiling data for Small Business Achievement Reports,
subcontracting reports, and related performance deliverables as
required. Coordinate with SBO leadership, compliance offices, legal
teams, and contracting stakeholders. Support preparation of
briefing materials, meeting agendas, minutes, and follow-up
documentation. Ensure consistent communication across
Mentor-Protégé stakeholders while maintaining proper contractor
identification and non-personal services boundaries. Security

Clearance (preferred) Ability to maintain DoD clearance eligibility
