Job Description:

Summary You will serve as a INDUSTRIAL HYGIENIST in the Occupational Safety, Health and Environment (OSCE) office, Health Division's, Industrial Hygiene Branch of NORFOLK NAVAL SHIPYARD. Duties * You will participate in overall activity/unit management including committees, budgeting, employee relations, injury compensation, training, and provide other functional assistance relative to occupational health issues. * You will review and interpret national, federal, defense, and Navy occupational health standards, manuals, reports, and other formal written communications. * You will participate in or audit/review specialized industrial hygiene programs such as noise, sight conservation, lead, asbestos, ionizing and non-ionizing radiation, laser, ventilation systems, respiratory protection, and indoor air quality. * You will conduct industrial hygiene surveys and evaluations of work processes, facilities, buildings, ships, equipment and materials to identify health hazards. * You will provide survey/evaluation reports, including findings, recommended corrective actions, notifications of personnel exposure and medical surveillance enrollment notices. * You will develop, review, audit, coordinate and/or provide occupational health training and education. * You will analyze exposure sampling data to identify exposure trends and candidates for hazard reduction and to recommend corrective actions. Time-in-grade requirements must be met by the closing date of this announcement. * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. * Males born after 12-31-59 must be registered for Selective Service. * This is a bargaining unit position. * You will be required to successfully complete a pre-appointment physical examination. * You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience performing personal exposure monitoring and implementing/verifying engineering controls and personal protective equipment based on results. * Experience communicating workplace exposures to personnel and prescribing protective equipment and corrective actions. * Experience performing surveillances/site visits to ensure regulatory requirements are being met. * Experience implementing the knowledge in OSHA shipyard regulations, as well as requirements specified in OPNAV M-5100.23. * Experience identifying and correcting deficiencies.

Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must posses * A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
* A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
* Certification from the American Board of Industrial Hygiene(external link) (ABIH).
