Job Description:

Duties * You will provide technical support in a range of assignments, managerial techniques, technical expertise, and program administration to comply with laws, executive orders, permits, and regulatory guidance in support of pollution prevention. * You will be knowledgeable about RCRA regulations for the shipyards hazardous waste program. * You will be knowledgeable about federal regulations of SPCC and be familiar with state regulations regarding Above Ground Storage Tank Closure and processes to ensure compliance. * You will investigate, plan, schedule, manage, execute, and report accomplishments and technical direction of broad and difficult environmental technology studies, programs, and projects. * You will establish programs and develop guidelines for the investigation, analysis, control, compliance, and improvement of environmental issues of concern. * You will serve as the technical advisor to the Regulatory Affairs Branch Head in all matters related to the program. * You will review projects involving new installation, alteration, modification, and repair to equipment, facilities, devices, and methods affecting the Shipyard's Environmental Quality. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience with executing the shipyard's non-nuclear Environmental Program in compliance with all environmental regulatory requirements. * Experience with all environmental matters including but not limited to hazardous waste, solid waste, wastewater, storm water, air pollution, pollution prevention, spill prevention, hazardous material management and hazardous material emergency response. * Experience with Pollution Prevention laws and executive orders that includes familiarity with the Storm Water Pollution Prevention Plan. * Experience investigating, planning, scheduling, managing, executing and reporting accomplishment and technical direction of broad and difficult environmental technology studies, programs and projects with a minimum of technical and supervisory direction. * Experience with substantive (i.e., technical) and procedural (i.e., permits) requirements of environmental laws and regulations issued under such environmental laws as: the Resource Conservation and Recovery Act (RCRA); Comprehensive Environmental Response, Compensation and Liability Act (CERCLA); Pollution Prevention Act; Emergency Planning and Community Right-to-Know Act (EPCRA); Clean Water Act (CWA), Clean Air Act (CAA); and Spill Prevention Control and Countermeasure (SPCC).
