Job Description:
Summary You will serve as a SUPERVISORY IT SPECIALIST (PLYCPLN)
in the INFORMATION SYSTEMS DEPARTMENT of NAVINFOWARDEVCEN NORFOLK.
Responsibilities You will serve as the Command Information Officer
(CIO) for NIWDC and CIO for subordinate commands as required,
providing oversight for all NIWDC and subordinate command N6
(information systems/information technology) functions. You will
serve as principle advisor to the Commander NIWDC on all aspects of
Communications and Computer and Information technologies as they
apply to the NIWDC enterprise?s missions, functions, and tasks and
policy related matters. You will serve as Cyber Security Work Force
(CSWF) Manager directly for the NIWDC Staff and oversight of the
NIWDC enterprise program. You will serve as the senior NIWDC
Headquarters technician and technical advisor on Command, Control,
Communications, Computers/Information Technologies related matters.
You will provide, obtain, manage, and review command actions
related to the overall Cyber Security, Computer and Information
Technology, Information Assurance and Asset Management
requirements. Requirements Conditions of Employment Qualifications
Your resume must demonstrate at least one year of specialized
experience at or equivalent to the GS-13 grade level or pay band in
the Federal service or equivalent experience in the private or
public sector. Specialized experience must demonstrate the
following: *Experience developing and implementing Cyber Security,
Computer and Information Technology policy, oversight and concepts
for NIWDC and subordinate commands. *experience coordinating with
the command N6 leads across the enterprise to resolve conventional
information management problems, issues, questions or situations
and recommending actions based upon interpretation of existing
automation and information management regulations and practices.
*Experience directly managing and supervising a team of specialists
performing Information System functions. *Experience managing NIWDC
enterprise's Information Security, collaborating and integrating
information system security, reviewing certification and
accreditation documentation to ensure that it is compliant with
standards, policy and regulations, reviewing risk assessments and
analyzing impact of potential vulnerabilities. *Experience managing
and developing annual CIO financial budget portfolio for the NIWDC
enterprise. Your experience must reflect skill in the following
areas: attention to detail, customer service, oral communication,

Education: All academic degrees and coursework must be from
accredited or pre-accredited institutions Undergraduate or Graduate
Education: Degree in computer science, engineering, information
science, information systems management, mathematics, operations
research, statistics, or technology management or degree that
provided a minimum of 24 semester hours in one or more of the
fields identified above and required the development or adaptation
of applications, systems or networks. Additional Information This

(804) proficiency level Advanced and, as a condition of employment,
the incumbent of the position is required to maintain
qualifications in accordance with DON Cyber Workforce Program
requirements of SECNAV M-5239.2." This designation requires: 1. The
incumbent participate in a continuous learning (CL) program as
described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20
hour minimum of Cyber Workforce related continuous learning must be
documented in a current individual development plan signed by both
the employee and supervisor. 2. The incumbent must obtain the
required credentials within 12 months of appointment and maintain
those credentials as described in SECNAV M-5239.2 for DCWF role of
804 and System Requirements Planner proficiency level Advanced. For
