Description

The City of Norfolk's Department of Finance is seeking a Procurement Specialist to manage, direct, negotiate and award acquisitions for goods and services. The Procurement Specialist acts as a consultant to departments and agencies and instructs internal and external personnel on laws, policies, procedures and critical issues regarding procurement.

The hiring decision will be made depending on the knowledge and qualifications of the selected candidate for the position of Procurement Specialist I, Procurement Specialist II, Procurement Specialist III or Procurement Specialist IV at salary level corresponding to those positions in the City's current Compensation Plan.

Salary dependent on experience.

Procurement Specialist I: $38,690 to $63,065

Procurement Specialist II: $50,243 to $81,924

Procurement Specialist III: $59,164 to $$96,734

Procurement Specialist IV: $63,193 to $103,030

Essential Functions

Essential functions include but are not limited to:

+ Reviews departmental requests and selects the appropriate procurement method.

+ Understands departments business needs and works toward effective and efficient solutions to meeting deadlines while complying with City Code.

+ Maintains knowledge of the Virginia Public Procurement Act (VPPA), City of Norfolk Procurement Code and City of Norfolk Procurement Manual.

+ Works with City departments to ensure a strong understanding of basic purchasing concepts.

+ Competently uses purchasing function components of the City's ERP (AFMS) and other systems.

+ Assists departments by providing market information needed for tactical and strategic planning.

+ Communicates verbally and in writing with management, co-workers, other City employees, vendors, contractors, the general public and suppliers to establish and maintain effective working relationships.

+ With input of subject matter experts, creates technical specifications and terms/conditions for the acquisition of goods, services and professional services.

+ Prepares procurement documents (i.e. IFBs, RFPs, Contracts, Amendments, Renewals,

etc.).

+ Reviews and recommends approval/rejection for purchases proposed as exempt from competition.

+ Reviews and modifies, as needed, specifications, purchase orders, contracts, change

orders and related documents.

+ Facilitates supplier meetings, site inspections and pre-bid conferences.

+ Manages the procurement process for both competitive sealed bidding and competitive

negotiations, and assists departments, agencies and procurement staff with process

compliance.

+ Performs related duties as assigned.

Education/Experience

Procurement Specialist I:

Level of knowledge equivalent to four years of high school or equivalency.

One year of experience in purchasing or related field; or an equivalent combination of education and experience.

Procurement Specialist II:

Work requires broad knowledge in a general professional or technical field. Level of knowledge equivalent to four years of high school or equivalency.

Three (3) years of experience in purchasing or related field; or an equivalent combination of education and experience.

Procurement Specialist III:

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Five years experience in a procurement/contract related field.

Procurement Specialist IV:

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent (bachelor's degree preferred but not required).

Nine years' experience in a procurement/contract related field.

The preferred candidate will possess:

+ Experience in public procurement experience that required creating technical or general specifications, and/or modification of technical or general specifications prepared by others, soliciting bids/proposals, managing the competitive negotiation process, negotiating with professional and non-professional service providers, and preparing agreements for legal review.

+ Experience utilizing an e-Procurement system.

+ A professional, procurement-related certification, such as Certified Professional Public Buyer (CPPB) or NIGP Certified Procurement Professional (NIGP-CPP).

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

+ Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
