Will assess and treat patients seeking services from the Norfolk Community Services Board (CSB). May perform assessments on individuals/groups suffering from mental illness, issues resulting from substance abuse and/or other physical or mental ailments. Makes recommendations regarding the development of treatment plans for patients, which may involve referring patients to outside services.Work Schedule: Requires flexible work hours including evenings as necessary. Primary work hours are Monday through Friday, 8:00 am-4:30 pm.The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.Today, the CSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. We are also seeking persons to join our team that are dedicated to supporting a positive work and treatment environment that instills hope and recovery opportunities for the persons we serve.Essential FunctionsEssential functions include but are not limited to:+ Conduct clinical, multidimensional biopsychosocial assessments for those individualsseeking mental health and/or substance abuse services from the Norfolk CSB as part ofthe admission and enrollment process and/or during ongoing outpatient treatment.+ May conduct regular and random urine drug screenings of individuals seeking services.+ Make recommendations for the individual's care based on clinical assessments, givingconsideration to the appropriate and least restrictive level of care warranted.+ Coordinate the admission process with other NCSB service providers, seekingconsultation with his/her own supervisor and other potential NCSB service programsupervisors as may be necessary to promote the individual's care.+ Develop comprehensive treatment plans that reflect the identified needs of the individual assessed and may provide outpatient treatment as deemed necessary if providing ongoing clinical services.+ Communicate with referring agencies and organizations as may be necessary.+ Process a client's assessment and intake paperwork, enrollments, program releases anddischarges in an appropriate and timely manner.+ Maintain timely, appropriate and required documentation related to service delivery,including opening consumer records, in accordance with applicable ethical requirementsand the requirements of the Norfolk CSB and other regulatory agencies (federal, state,and other).+ Provide crisis counseling and intervention and/or utilize emergency services as needed.+ Collect and reports services statistics and consumer data as required.11. May assist in the development and implementation of special projects at the request of the Clinical Supervisor.+ Participate in regular supervision and consult with other team members.+ Perform other work-related projects and duties as assigned.Education/ExperienceWork requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through six years of college resulting in a Master's degree or equivalent in a human services field.Must have at least two years' experience in the treatment of persons with mental illness and substance use disorders; or an equivalent combination of education and experience.Additional Information & Requirements+ VA Licensed Professional Counselor, Licensed Marriage and Family Therapist or Clinical Social Worker.+ Must be certified or certifiable in Basic First Aid and CPR.+ Valid Driver's License may be required depending on assignment.+ Clinician must have knowledge about managed care models of service delivery, evidence-based treatment and interventions for individuals with mental health and/or substance use disorders, DSM-5 diagnostic criteria, and psychotropic medications.+ Clinician must be proficient in conducting biopsychosocial assessments, crisis intervention and counseling, treatment planning, intake screenings, referrals and linkage to appropriate treatment services, and differential diagnosis.+ Clinician must demonstrate the ability to communicate and listen effectively, establish therapeutic working relationships with colleagues, consumers, and families, exercise sound clinical judgment, adhere to ethical standards, and maintain accurate and timely clinical documentation.+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.+ Retirement If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction. If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction. + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
