The Naval Business Unit, in support of the Defense and Civilian
Sector, currently has a career opportunity in Norfolk, Virginia,
for a Network Engineer to support the planning, ordering,
coordination and tracking of network and telecom WAN circuits and
fiber path architectures of dedicated enterprise Navy and Air Force
networks. This position will be a member of a network engineering
and operations team supporting enterprise networks with hundreds of
sites, and report to the Network Circuit Planner Lead.
To be considered for this position, a candidate must have an
active DoD Secret clearance and current CompTIA Security Plus
certification with Continuing Education (CE) or equivalent
Information Assurance Manager (IAM)/Information Assurance
Technology (IAT) Level I certification with experience in U.S. Navy
Develop and maintain documents and circuit architecture diagrams
of WAN long haul circuit and last mile fiber infrastructure used to
support Navy and Air Force enterprise networks.
Coordinate circuit and last mile fiber infrastructure and
installations with various base communication offices and
squadrons, facilities organizations, and building personnel.
Submit, coordinate, and update Defense Information Systems
Agency (DISA) Telecommunications Service Requests (TSR) with the
Navy Circuit Management Office and Air Force Circuit Management for
provisioning and modifications to Wide Area Network (WAN) long haul
Develop and maintain accurate list of Command Communications
Service Designators (CCSD), Local Exchange Carrier identifications,
fiber assignments and pathways, points of contact, and delivery
Develop and coordinate requests for last mile fiber pathways
with various base, facility, and organizations to establish
end-to-end network connectivity.
Perform on-site surveys and fiber link testing to identify and
troubleshoot last mile fiber pathways and identify installation
and/or repair requirements.
Provide network support for a broad range of programs, while
ensuring project schedules and performance requirements are
Provide technical and policy oversight to architecture
installations, upgrades, and modifications at shore-based
facilities throughout the Navy to support a global WAN
Serve as a technical expert to successfully support Command,
Control, Communications, Computers, Cyber, Intelligence,
Surveillance and Reconnaissance (C5ISR) and frequently interact
with customers and functional peer groups to establish and
recommend changes to policies that affect subordinate organizations
Meet with the customer and other external DoD entities on a
routine basis; requires highly developed interpersonal skills.
Provide government oral briefings and/or written reports as
required/requested, to include assisting Command and Network
REQUIRED EDUCATION / SKILLS / EXPERIENCE:
Must be a U.S. citizen and possess a DoD Secret clearance.
Bachelor's degree (accredited college) in related technical
field plus three (3) years technical or operational experience.
Candidates with at least six (6) years' verifiable experience can
be considered in lieu of a degree. Experience shall include a range
of assignments in technical architecture, infrastructure and
networking security, and troubleshooting tasks directly related to
the proposed area of responsibility.
Current CompTIA Security Plus/CE or equivalent IAM/IAT Level I
certification in accordance with DoD 8570.01 series guidelines.
Experience with DISA/Defense Information Systems Network
(DISN)/DISA Direct StoreFront (DDSF).
Knowledge of DISA System/Network Approval Process (SNAP), Global
Information Grid (GIG) Interconnection Approval Process (GIAP)
circuit database registration.
Knowledge of data communications WAN technology (Ethernet, MPLS,
IP), switches, routers, WAN, Local Area Network (LAN), fiber optics
backbone, and Time Domain Multiplexers (TDM) circuits.
Knowledge of telecommunications theories and principles, network
designs, and specifications in order to plan for and coordinate
their inclusion into the architecture.
Knowledge of fiber optic backbones in a Campus Area Network
(CAN) or Base Area Network (BAN), fiber optic cabling types such as
single-mode fiber and multi-mode fiber, connector types, and
Possess the ability to research, identify, test, and
troubleshoot on-site last mile fiber optic pathways with fiber
optical test sets to validate and troubleshoot end-to-end fiber
optic connectivity across a facility, CAN, or BAN backbone.
Experience with the utilization of computer and Microsoft Office
products (Word, Excel, Visio, etc.) to develop documents, briefs

interpersonal, analytical, and written and verbal communication
skills, as well as a customer-focused attitude.
