Background:HQ SACT is seeking contract support for one (1) Mid-Level Full-Stack Developer to support the development of the various experimental platforms and planning applications. The developer will be embedded within the ACT Innovation Lab team and will follow agile methodology to develop required applications in an incremental, user-centric fashion. The ACT Innovation lab team will follow rapid development cycles, each resulting in Minimum Viable Product, deployable in a sandbox environment and demonstrable to end-users.The primary place of performance remains the Innovation Lab, located at Old Dominion University. However, due to concerns over personnel health and safety, the ODU campus and, subsequently, the ODU Innovation Lab will be implementing staggered working arrangements. Staggered working arrangements are authorized during this time and shall be coordinated with the Contracting Officer Technical Representative (COTR). Employees are expected to participate in daily sprint meetings via teleconference or a specified online platform.Essential Duties and Responsibilities:The employee will:

• Build and maintain containerized application tools following the 12 Factor App methodology, Test Driven Development (TDD), and Extreme Programming (XP).
• Design, develop, build, test, deliver, and maintain products as part of a balanced, self-organizing DevSecOps team consisting of a Product Owner, a Product Manager, a UI/UX Designer, (an)other Full Stack Developer(s), and Data Scientists (as applicable).
• Analyze user needs and develop software solutions.
• Work with the project manager or product owner to meet specification needs.
• Recommend software upgrades to optimize operational efficiency.
• Collaborate with other developers to design and optimize code.
• Create flowcharts and user guides for new and existing programs.
• Document all programming tasks and -procedures.
• Perform routine software maintenance.Education and/or Work Experience Requirements:
  • University degree (BSc or MSc) in Computer Science or related discipline AND/OR more than 5 years experience as a Full-Stack Engineer.
  • Experience > 24 months within the last 4 years with REST APIs design and development.
  • Experience > 24 months within the last 4 years with Microservices Architecture.
  • Experience > 24 months within the last 4 years in full-stack JavaScript/Python/Java development.
  • Experience > 24 months within the last 4 years in front-end development (e.g., React, Angular, etc---).
  • Experience > 24 months within the last 4 years in back-end development (e.g., Node.js, Django/Flask, SpringBoot, etc...).
  • Experience > 24 months within the last 4 years in database design and programming (MySQL, PostgreSQL, etc...).
  • Experience > 24 months with these environments and tools: GitLab, Docker, Kubernetes, Keycloak/IAM, (Google) Materiel Design System.
  • Experience with Test Driven Development (TDD).
  • Experience working in a balanced, self-organizing (Agile / SCRUM) team, which includes driving technical feasibility for the product backlog, providing estimates, and participating in SPRINT events.
  • Able to pick up and learn new languages and frameworks and to work on- and maintain existing code.
  • Experience working in a pair programming environment.
  • Experience with building and maintaining a product's CI / CD pipeline.
  • Fluent in English (written and oral).Required Qualifications:
    • Must be a citizen of a NATO member nation.Desirable Qualifications:
