Title: EMPLOYEE RELATIONS & BENEFITS MANAGER / HR ANALYST II
State Role Title: HR, Training, and Labor Relations Spec, All Other
Hiring Range: Negotiable, commensurate with experience. Pay Band: 5

Recruitment Type: State Employee Only - E Job Duties To provide
subject matter expert guidance in the areas of human resources,
employee and labor relations, employee benefits, workers’
compensation, retirement, short term disability, long term
disability, performance management, and other general HR functional
areas. This position will foster positive relationships between
employees and management by resolving conflicts, ensuring fair
policy application, and promoting engagement, acting as a neutral
liaison to handle grievances, investigations, disciplinary issues,
and compliance with labor laws, ultimately aiming for a healthy,
productive work environment. Minimum Qualifications • Considerable
experience in Employee Relations, Benefits, Leave Programs, and
Worker’s Compensation required. • Previous supervisor experience
required. • Prior experience conducting investigations required. •
Prior experience in employee & labor relations matters required.
Additional Considerations • HRCI or SHRM certification preferred. •
Previous HR experience within Commonwealth of Virginia employment
preferred. • Experience with State Human Resource policies and
procedures. • Experience with the State Grievance process. •
Experience with advising and processing of State Benefits. Special
