Vice President, NAVY Lodge Program & DOD Reservation Center United States-Virginia-Norfolk Job Summary: Responsible for directing the worldwide Navy Lodge Program and DoD Reservation Center. Reports to the Deputy Commander, Military Services. Duties and Responsibilities:- Directs and formulates Navy Lodge Program and DoD Reservation Center policies and procedures for approval, and monitors their execution, to include: the development of policies and procedures for the overall business operation; design and construction; selection and procurement of furnishing and equipment for Navy Lodges, planning and control of budgets, and daily operations. Utilizes the services of other NEXCOM components notably the Facilities Division, Contracting Division, and Financial Management Group as appropriate. - Directs and administers the Navy Lodge Management training programs to develop a professional workforce of Navy Lodge managers. - Directs the DoD Reservation Center program providing toll-free and other phone access for customers to make reservations worldwide, answer questions, and provide guest service. Provides executive leadership and guidance in all matters relative to Navy Lodge and associated business units. Conducts and executes business through subordinate management staff ensuring the viability of the Navy Lodge Program and DoD Reservation Center. Develops and maintains policy, procedures and systems requirements necessary for management of all lodging programs. - Works with the Office of the Chief Executive Officer (CEO) to establish strategic goals and tactical plans designed to support short and long-term achievement of the corporate mission. - Responsible for the financial management of the discrete funds of the Navy Lodge Program and DoD Reservation Center as accrued from revenues generated worldwide. Reviews all external audit reports and signs certification letter to auditors. Approves all capital expenditures such as equipment requests, renovation and construction projects and requests for establishment of new facilities. - Directs the review and analysis of architectural plans and drawings for the construction, alteration and modernization of Navy Lodge facilities, applying industry trends to the fullest extent possible. Performs operations and financial analysis on all renovation and construction projects and requests for new facilities. - Develops, administers and directs implementation of operating methods for Navy Lodges that efficiently and economically accomplish the program goals. Establishes levels of customer service at all operations that establishes a climate of outstanding guest service and satisfaction throughout the Navy Lodge Program and DoD Reservation Center. - Establishes and maintains relationships and partnerships with appropriate officials and offices within the Department of Defense (DoD), Department of Navy (DoN), and senior officials representing Installations, Regions, CNIC, NAVFAC, NAVSUP, OPNAV, SECNAV and private industry in regards to policies, procedures, establishment, design, construction and operation of Navy Lodges. Serves as NEXCOM advocate influencing government policies and regulations that affect the Navy Lodge business. - Stays abreast of industry trends by attending seminars and trade shows on hotel/motel hospitality operations. Appraises and analyzes hospitality industry trends concerning hotel/motel management, equipment and facilities. Modifies standardized features of Navy Lodge operations to reflect the latest in industry trends. - Receives very broad direction from the CEO and Deputy Commander through discussions concerning policy and operational concepts that have a major impact on the mission, organization and operations. - Carries out responsibilities with a high degree of independence and is authorized broad discretionary power to formulate, implement and direct programs, regulations, policy and guidelines. Aligns lodging programs in partnership with other NEXCOM leaders to support the execution of strategic goals and operational objectives. - Carries out policy of courtesy and service. Tactfully responds to inquiries and provides assistance in a prompt and friendly manner. Carries out EEO policies and communicates support of these policies to subordinates. Performs other related duties as assigned. Files a Financial Disclosure Report (OGE) Form 450 as required. A total of at least 10 years experience consisting of the following: GENERAL EXPERIENCE: 3 years of experience in strategic planning / execution, administrative, professional, technical, managerial or other responsible work which enabled the applicant to gain a general knowledge of the hospitality industry; the ability to organize, analyze and evaluate facts of concept and determine compliance or deficiencies related to established parameters; the ability to express ideas and communicate information both verbally and in writing and the ability to meet and deal with others in person-to-person work relationships and the ability to exercise mature judgment. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 4 year bachelor's degree with major study in hotel/restaurant management, business administration, finance, economics, or other related field may be substituted for 2 years of general experience. Masters degree with major study in business may be substituted for a year of general experience AND SPECIALIZED EXPERIENCE: 7 years of progressively responsible strategic planning, / execution, administrative, professional, managerial or technical experience including at least 2 years of multiunit management responsibility that provided the applicant with a substantive knowledge of principles, techniques and the methodology of administration of hotel/motel programs and practices; skill in the direct or indirect management of the following major activities: operation and maintenance, budget management, rooms, housekeeping, landscaping, administration of service and optional activities. Feasibility studies on new construction and improvement and management-patron relationships; supervision and training of subordinate personnel. All applicants should possess and have demonstrated: 1. The ability to communicate effectively, both orally and in writing, to express the organization s successes and needs, 2. The ability to bring about strategic change within and outside of the organization, to meet organization s goals, 3. The ability to lead people toward meeting the organization s mission, vision, and goals, 4. The ability to meet guest expectations and produce results to meet organization s objectives, 5. The ability to build coalitions to meet the needs of the organization, 6. The ability to exercise judgment in evaluating situations and making sound decisions in all aspects of the business including: business strategy, human resources, financial, information, and capital planning, and 7. The ability to prepare, oversee, review, and approve various budgetary and financial plans. Full-Time (35 + hours
