General Public - G Job Duties This is a restricted position, which
is partially funded by the Federal High Impact HIV Surveillance
Grant for 3 years 2 month period ending 5/31/2029. The availability
of funding is scheduled for review before the grant expiration
date. Grant renewals are applied for before the grant expiration
date, continued employment is contingent on the continued
availability of funds. The mission of the Division of Disease
Prevention (DDP) is to maximize public health and safety through
the elimination, prevention, and control of disease, disability,
and death caused by HIV/AIDS, viral hepatitis, and other sexually
transmitted diseases. This position serves as the director of the
HIV and Hepatitis Surveillance (HHS) unit within DDP, providing
oversight and management of agency-wide HHS programs and
activities. Serves as a subject matter expert on HHS.
Responsibilities require frequent contact with private and public
sector employees, citizens, officials, board members, community
business organizations, and other entities. Duties include resource
management, budget planning and monitoring, personnel management,
developing and facilitating presentations and more. This position
manages federal grants, grant budgets, contracts, and other
agreements. This position supervises program staff, provides
technical guidance related to unit programs and grants, and directs
development and implementation of short- and long-range plans to
improve the quality of services. Conducts/oversees annual grant
writing and related reports, pursues new funding opportunities and
implements/manages new programs. Provides technical oversight
regarding CDC and Virginia protocol compliance and Institutional
Review Board (IRB) submission/approval. Utilizes various
epidemiologic methodologies to ensure compliance with state and
federal regulations. Facilitates initiatives and evaluation
activities to enhance DDP’s ability to provide appropriate HHS
activities. Supports the delivery of multiple program agency wide
services that are primarily long range in focus through formal
supervision of all levels of program staff. Frequent contact with
private and public sector employees, citizens, officials, boards
and organizations. Responsibilities also include resource
management of finances, staff, facilities and equipment.
Independently designs and manages programs within agency goals and
objectives. A comprehensive knowledge of the program(s) and
services provided as well as the ability to integrate service
delivery methods to meet quality and efficiency requirements and
the ability to supervise staff are necessary. Minimum
Qualifications • Knowledge and experience in administrative and
business practices, programmatic and operational controls,
personnel management and budgetary controls • Skills and experience
in leadership, interpersonal communications and public speaking,
working with boards, committees, hospitals, local, federal and
state agencies • Knowledge of and extensive experience in disease
surveillance, epidemiological principles, program evaluation,
quality assurance, confidentiality and security • Knowledge of and
thorough experience in HIV and viral hepatitis epidemiology,
etiology, testing, and treatment guidelines • Knowledge of related
state and federal laws and regulations • Knowledge of budget
planning and preparation, procurement and contracting procedures •
Knowledge and experience in applying for/managing/monitoring
federal grants and writing/submitting related reports Additional
Considerations • Health Care Administration experience preferred •
Progressively responsible administrative and managerial experience
in a governmental/quasi-governmental organization or agency Special
