Job Description:
THOR Solutions is actively seeking a Senior Program Manager to
support an upcoming professional support services contract for the
U.S. Navy in Norfolk, VA. The candidate will lead a program to help
the Navy's ship maintenance program, including planning and
designating project resources, preparing budgets, monitoring
progress, and keeping stakeholders informed. The ideal candidate
will have significant experience managing major Navy/DoD programs,
preferably in the area of surface ship maintenance and
modernization.The candidate's responsibilities may include (but are
not limited to) performing, supporting, or overseeing the following
actions:
- Oversee all facets of training and operations in standardizing
policy and processes across the Command, and subordinate Commands
to facilitate the sharing of best practices, improved contract
oversight, consistency in work performance, and higher standards of
quality.
- Provide direct program management support for Department Heads
(DH). DHs develop policy, guidance and operating procedures for all
Command organizations.
- Ensure efficiencies and effectiveness across the Command
pertaining to Engineering, Safety, Quality Assurance, Enterprise
Operations, and Business Operations to include Metrics Formulation,
Workforce Development, Information (IT) Technology to include
Information Assurance (IA), Cyber Security, Infrastructure and
Asset Management, and Intermediate Level (I-Level)
Maintenance.
- Support DHs with in-depth knowledge and expertise of higher
headquarter policies, including but not limited to; the Joint Fleet
Maintenance Manual (JFMM), and I-Level Instructions, to support DHs
in the development, implement and application of Navy Maintenance
best business practices, processes and policies.Security Clearance
Requirements:
- Must -possess -an active DoD SECRET security clearance, and
maintain it for the duration of employment.Required Education,
Skills, Knowledge, and Abilities: -BASIC QUALIFICATIONS
- Bachelor's degree in an engineering or business management
discipline from an accredited institution.
- In lieu of a relevant Bachelor's level degree, an additional
five (5) years of relevant experience (in addition to other
experience requirements) may be substituted.
- At least ten (10) years of recent, relevant professional
experience managing Navy/DoD programs. This experience may have
been obtained through a mix of active-duty military service, as a
government civilian, and/or in industry management roles.
- Strong verbal and written communication skills, including
experience communicating and interacting with Senior Executive
Service or Flag-level personnel.
- Proficiency with common productivity software including
Microsoft Office.ADDITIONAL PREFERRED QUALIFICATIONS
- Master's degree in an engineering or business management
discipline.
- At least fifteen (15) years of recent, relevant professional
experience managing Navy/DoD programs.
- Experience with:
- U.S. Navy Surface Ship Maintenance and Modernization.
- Navy Maintenance Database (NMD).
- NAVSEA Contracting Policy/Strategy.
- Project Management Professional (PMP) certification.Travel
Requirements:
- This position may involve periodic travel to CONUS/OCONUS
locations including: San Diego, CA; Mayport, FL; Everett, WA;
