Norfolk's Human Resources Team is seeking a dynamic Total Absence Management Manager with a passion for public service, strong business partner mentality, and strong experience leading other HR professionals and working with divisions to mutually solve departmental and organizational issues.In collaboration with the City's leadership team and City departments, the results-driven Occupational Health Manager will deliver and oversee total absence management programs and services with a strong customer-focus and will manage and work through the HR-TAM team to accomplish the Total Absence Management team goals and initiatives. The Total Absence Management Manager and his/her team will coordinate and manage daily Human Resources operations including Short Term Disability, Sick Leave Bank, Long Term Disability, Workers Compensation, Optional Life Insurance and employee programs such as American with Disabilities Act, Family Medical Leave Act, Modified Duty, Shelter Duty, and other compliance, administration, reporting and analyses, and associated employee communication.Additionally, the Total Absence Management Manager will ensure processes, policies and practices are interpreted and applied consistently and effectively; and ensure accountability and compliance with all current and applicable local, state and federal laws related to Human Resources, Benefits Administration, and all other applicable regulations, policies and procedures. The Total Absence Management manager will manage the ongoing performance of the HR-TAM team and strive to achieve harmony and efficiency among the team as well as outcomes from that team that reflect positively on the Human Resources Department and the City.Essential FunctionsEssential functions include but are not limited to:Administers the maintenance of HR related information within the City's personnel system and other applicable systems. Responsible for ensuring all absence related programs are applied consistently, timely, and efficiently, and all other HR-related information is updated and entered correctly.Evaluates work processes to determine strategies and programs that provide greater productivity and efficiency of department functions. Identifies and implements process improvements on an ongoing basis.Documents processes and procedures to reduce errors and omissions exposure, minimize audit flags and ensure consistency of practices.Creates and delivers reports for local, state, and federal regulatory requirements.Leads and manages HR professionals, particularly those on the HR-TAM team in the efficient and quality delivery of HR administrative programs.Creates, reviews and audits various tracking systems on a regular basis to ensure data integrity.Evaluates and compares existing City programs with those of other employers by analyzing plans, surveys, and other sources of information.Plans, develops, and/or participates in area and industry surveys as well as periodic audits and utilizes that information to implement comprehensive improvement of the programs within the managers responsibility.Analyzes results of surveys and audits and develops recommendations for review by management.Manages, oversees and administers relevant contracts and billing, maintains positive relationships with vendors, researches and prepares requests for proposals (RFPs), statements of work (SOWs) and independent cost estimates (ICEs) for procurement of benefit related vendor services from outside vendors, and contracts and liaises with vendors and contractors.When requested, analyzes current programs, evaluates usage, services, coverage, plan experience, and competitive trends in benefits programs, and provides recommendations regarding program enhancement and cost control.Ensures plans align with the City's strategies and goals and are well documentedDevelops and executes change management and communication strategies to ensure all parties are fully informed of program changes and improves employee understanding.Conducts internal and employee meetings to ensure consistency and understanding.Advises and counsels management and employees on existing absence management programs and compliance.Leads or assists with special projects; and performs other duties as required.Education/ExperienceWork requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Bachelor's degree-level of study or equivalent.Five years of experience in specialty area such as human resources administration.Preferred applicant will possess:Three (3) years of experience in a Human Resources Management role.Documented skills in HRIS data reporting and analytics.SHRM-CP or SHRM-SCP (or PHR/SPHR) Certified, highly desired.Certified Employee Benefits Specialist (CEBS) Certification.Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period.     • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    • Retirement If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction. If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
    • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
