Click here for more information.The purpose of the Installation Child & Youth Program (CYP) Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years. ***This position is located at Naval Support Activity Hampton Roads, Norfolk, VA.***Major duties and responsibilities are summarized below.Program Operation/ManagementExecute a central placement system at the installation that includes a Central Waiting List (CWL) and central enrollment and registry that ensures spaces are fully utilized.Coordinate cross-CYP activities and requirements, including the implementation of the Parent Involvement Board (PIB) and Inclusion Action Team and the publication of the annual Parent Fee Letter.Serve as a liaison to the Regional CYP Manager around all CYP related issues.Coordinate and maintain documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team.Budgeting and Financial ManagementCompile and submit statistical data for report and data calls and keep Command up-to-date on trends, policy changes, and program needs at the installation CYP.Develop and provide integrated budget input, conduct written analysis of budget variances, and prepare justification of funding for program resources, repairs, and/or maintenance of facility and equipment.Implement policies and procedures around purchasing, fees, and contracts with parents.Ensure compliance with all regulations governing the use of appropriated and nonappropriated funds.Supervise CYP Professionals (e.g., employees, interns, providers, and volunteers) to ensure compliance with all required policies, regulations, standards, and management directives. Develop and use a singular staffing schedule to ensure efficient use of employees across CYPs.Work collaboratively with the Training and Curriculum (T&C) Specialist to identify the CYP professional training and professional development needs and ensures delivery of a comprehensive training and development program, including support for higher education such as the Child Development Associate (CDA) credential or college-level classes.ComplianceEnsure compliance with all Department of Navy (DoN), Department of Defense (DoD), state, Federal and local instructions, standards, regulations, policies and procedures.Work with all installation CYP Directors to develop one single installation Standard Operating Procedures (SOPs), CYP professional handbook, and parent handbook for the efficient operation and management of facilities and programs.Implement recommendations and/or immediately correct deficiencies identified through inspections or accreditation visits.Additional ResponsibilitiesServe as a mandatory reporter of suspected child abuse and neglect.Perform other duties as assigned.A complete list of duties and responsibilities will be provided at the time of hire.

    • Knowledge of the principles of child and youth development and in designing and managing exceptionally comples programs that includes, but are not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management. -
    • Knowledge of and skill in applying both Federal and State laws governing the detectgion and prevention of child abuse and/or neglect.
    • Possess necessary skills in program planning, organizing and coordinating to devise and carry out a variety of program components.
    • knowledge of financial management, budgeting, and purchasing as it pertains to a child and youth program.
    • Knowledge of facility design, functional use, and maintenance concepts; DoN, local and state child and youth regulations and procedures; and other regulations and instructions pertaining to military child care.
    • Strong supervisory and business skills and ability to provide positive personnel management.
    • Strong interpersonal communication and ledership skills to facilitate and organize a collaborative and cohesive installation CYP team.
    • Ability to communicate effectively both orally and in writing in English and possess strong interpersonal communication skills.
    • Knowledge and support of the Navy's EEO program policies, goals and objective.Education**A copy of your H.S. diploma, GED, or college transcripts (showing degree awarded/conferred) MUST be submitted -when applying.**A successful candidate must have one of the following:A 4-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study AND 3 years of full time experience working with children and/or youth.ORA Master's degree in the related field of study AND minimum of 1 year professional experience working with children.ORA combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4 - year course of study described above AND 3 years of full time experience working with children and/or youth.Note: If your degree has not been awarded and your'e qualifying based on a combination of education credits, you -MUST also provide a copy of your HS Diploma or equivalent.Additional informationConditions of Employment Cont.:**List Conditions of Employment**"To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine."Pass all applicable records and background checks.Incumbents must satisfactorily complete all background checks for child care positions, including fingerprint checks, a Tier 1 with Child Care check, and a State Criminal History Repository (SCHR) check. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
