Subject Matter Expert - Engineering Auxiliaries



Position Summary:



Life Cycle Engineering, Inc. (LCE), has multiple contingent openings for a Subject Matter Expert I, Engineering Auxiliaries (AX), supporting Technical and Administrative Services for Commander Naval Surface Force, U.S. Atlantic Fleet (CNSL) INSURV Readiness Assistance Team (IRAT). This contract has a contingent start slated for June 2023. You will provide detailed guidance to ship's leadership and crew regarding its preparedness for a Type Commander (TYCOM) Readiness Evaluation (READ-E) and the Board of Inspection and Survey (INSURV) Material Inspection (MI). Note that there are two Auxiliaries openings - one requiring a Diesel Engine Inspector (DEI) certification and one without that requirement.



Clearance Required:


  • Must be a U.S. citizen with the ability to obtain/maintain a DoD Secret security clearance.

    Essential Functions and Responsibilities:


    • Perform inspections and observe shipboard auxillary systems and component operations to determine existing conditions and document deficiencies/discrepancies in support of inspections and surveys to determine fitness for further service.
    • Conduct material inspections and surveys of ships and service craft to determine the material readiness of vessels.
    • Conduct environmental protection and NAVOSH oversight inspection of naval vessels, including equipment, program compliance, and training.
    • Prepare for inspection by reviewing the most current assigned INSURV inspection guide(s), the ship's equipment configuration, and preventive maintenance system (PMS).
    • Submit timely, accurate, and candid assessment findings.

      Required Education, Skills, and Experience:


      • Twenty-one (21) years of U.S. Navy experience with senior engineering department leadership.
      • A graduate of appropriate engineering rate "A" and "C" schools associated with the ship's main or auxiliary systems (i.e., gas turbine, machinist mate, engineman, electrician specialty) with relevant shipboard experience within the past five years.
      • One of the Auxiliaries openings will require Diesel Engine Inspector (DEI) Certification (NEC 4314/ 747B).
      • A Limited Duty/Chief Warrant Officer that has been a Main Propulsion Assistance (MPA) on a gas turbine ship (DDG/CG) or diesel ship (LPD/LSD).
      • Multiple tours of duty on gas turbine or diesel ships and qualified EOOW and experience as Engineering Department Program Manager.
      • Demonstrated Active Duty performance within the past three (3) years, or performance of duties conducting material readiness assessments, training, mentoring, and evaluating shipboard systems, that meet all other specific qualification criteria.

        Preferred Skills and Experience:


        • Twenty-five (25) years of Navy experience.
        • Experience as a Senior Engineering Inspector for the U.S. Navy Board of Inspection and Survey (INSURV).
        • Experience as an Inspector for the U.S. Navy Board of Inspection and Survey (INSURV).
        • Experience as an inspector at the Afloat Training Group or TYCOM staff focusing on Pre-INSURV preparations.
        • Experience on Major Command Staff (DESRON, ESG, PHIBRON) or Fleet/TYCOM Staff.

          Physical Demands and Expectations:


          • Ability to work in an industrial shipboard/shipyard environment, climb shipboard ladders and wear all required safety equipment.
          • Able to lift (up to 50lb), carry, and transport heavy equipment and materials required. Able to meet U.S. Navy shiprider requirements
          • Must be willing to travel up to 35% of the year to CONUS/OCONUS locations.
          • Ability to speak, read, hear and write, with or without assistance
          • Ability to use phone and computer systems, copier, fax, and other office equipment.
