No Bilingual/Multilingual Skill Requirement/Preference No Job Type Pay Band 06 Job Description Norfolk State University's ( NSU ) Department of Facilities Management provides a campus environment that is conducive to working and learning through systematic maintenance, repair, and renovation and construction of campus buildings, facilities, and infrastructure.

The Facilities Management Department is seeking a Senior Accountant to serve as a departmental accountant to ensure sound internal controls and compliance with state and federal fiscal policies and procedures and guidelines are adhered to. Provide sound fiscal management and accuracy while executing financial transactions for the Commonwealth of Virginia.

Essential functions include but are not limited to:

  • Prepare budget adjustments and project updates to Facilities leadership.
  • Review Purchase orders and disencumber remaining funds unused or jobs canceled.
  • Review in both accounting systems (Colleague/Cardinal) for accuracy between the two making sure both in sync.
  • Review each payment invoice or schedule of value (CO12) for accuracy of payment request. Get required signatures and make sure the request is forwarded to Accounts Payable for payment.
  • Review Capital, MR, and Operations beginning and ending Balances each Fiscal Year (Colleague and Cardinal).
  • Approve change orders as related to capital, operating, and maintenance reserve; verifying funds are available and changes fit into the scope of work.
  • Code MOF (Material Order Form) for all capital, operations, and maintenance reserve goods and services. Charging the correct account.
  • Request to the Controller to concatenate a new capital or maintenance reserve account.
  • Request allotment against the approved appropriation for capital projects.
  • Processes bond reimbursements for VCBA (Virginia College Building Authority) 21st Century Revenue Bonds (Monthly).
  • Annual Capital Reports & MR Projects.
  • Provide weekly budget reports to supervisors and managers.
  • Process monthly reimbursement of the Auxiliary and Fleet Management Contracts within month-end close schedules (Recoveries).
  • Knowledge of bond reimbursements for VCBA (Virginia College Building Authority) 21st Century Revenue Bonds
  • Annual Capital Reports & MR Projects for reporting and financial statement preparation.
  • Ability to Process change orders related to Capital Projects
  • Ability to use ten key Calculator. Ability to prepare excel spreadsheets and utilize other database software.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with the university community.
  • Ability to multi-task Working knowledge of state's accounting and payroll systems
  • Ability to serve as a Liaison for Third Parties Contractors - Architects - Department of Planning and Budget - Department of General Services - Department of Accounts Departmental (inter and intra)
  • Ability to Track Capital and Maintenance Reserve projects.
  • Ability to review purchase orders and disencumber remaining funds unused or jobs cancelled.
  • Ability to review in both accounting systems (Colleague/Cardinal) for accuracy Ability to process general ledger transactions and corrections .
  • Ability to review payment invoice or schedule of value (CO12) for accuracy of payment request.
  • This position will serve as the point of contact in the absence of the Director of Administrative Services.

    • Work requires knowledge normally acquired through four years of college experience resulting in a Bachelor's degree in Accounting or related training and experience.
    • Knowledge of bond reimbursements for VCBA (Virginia College Building Authority) 21st Century Revenue Bonds
    • Experience in accounting, auditing, cash, grant, and budget management.
    • Experience preparing excel spreadsheets and utilizing other database software.
    • Skilled in developing detailed worksheets, and correspondence in communicating financial information and results.
    • Extensive knowledge of the procurement and management of the Commonwealth's design and construction contracts.
    • Extensive knowledge of the Commonwealth of VA Procurement Guidelines and Procedures
    • VCA , VCO , and VCCO (Virginia Construction Contracting Officer) Procurement Certifications
    • Must possess a valid driver's license with reliable transportation.


      Preferred Qualifications
      • Knowledge of Generally Accepted Accounting Principles ( GAAP ).
      • Working knowledge of the state's accounting systems ( CARDINAL ).
      • Working knowledge of Colleague Financial System
      • An understanding of BCOM Regulations with regards to forms.
