Job Description BAE Systems is looking for a Master Project Scheduler/Program Planning Analyst to develop and maintain integrated master schedules for multiple multi-million dollar Department of Defense ship repair projects. This position leads the back-end and front-end processes for creating, managing, monitoring, and ensuring the integrity and timeliness of multiple $200M and 824 month Department of Defense (DOD) project schedules in Enterprise Resource Planning (ERP) software. He/she regularly interacts with all project stakeholders including the customer regarding schedule status and metrics. He/she regularly coordinates with Finance, Contracts, Project Management, and Senior Management teams to set up and review proper inter-departmental processes, trains and informs Senior Management and the scheduling team, and produces enterprise-level reports. The role prepares ad hoc reports and analyses as required.Job Description* Manage, maintain, and analyze enterprise-level EVMS data for Norfolk Ship Repair.* Participate in bid & proposal process and contractual negotiations to advise Senior Management and Directors of Programs based on enterprise-level EVMS analysis.* Assist, lead, and train more inexperienced schedulers in preparing, developing, and maintaining resource-loaded project/production schedules, utilizing scheduling software.* Lead Customer invoicing meetings, schedule review meetings, and/or schedule impact meetings.* Train schedulers and project team members in PERT and LEAN planning process; enforce input and participation in schedule development.* Maintain integration processes between the schedules and cost-accounting systems.* Enforce compliance with Navy Standard Items, contractual requirements, and internal procedures.* Review specifications and contract documents; understand the project work, and the scheduling and reporting requirements of the contract.* Enforce input and participation, and assist in integrating schedules across multiple stakeholders including Customer representatives and Subcontractors.* Set and enforce best scheduling practices and analysis methods.* Set and enforce best progressing and scheduling methodologies.* Understand the basics of Earned Value Management System (EVMS).* Analyze enterprise risks in schedules and budgets using EVMS metrics.* Advise Project Management Team with long-term enterprise strategy for projects based on contractual and staffing risks.* Produce shipyard-wide and review project-level labor projections, graphs, and reports for both internal and external stakeholders.* Solicit and enforce weekly updates from other Departments.* Write and implement Application Programming Interface (APIs) to streamline schedule creation and maintenance processes.* Incorporate scope changes and other changes to project schedules, analyze and report impacts.* Solves complex technical problems by providing leadership for developing project plans and their implementation.* Responsible to maintain and provide historical data for Schedules, Milestones, Metrics, Charts, and identified issues.Required Education, Experience, & Skills* Advanced project controls and EVMS (schedule, cost, and contract integration) principles* Experience in developing and maintaining large complex integrated schedules for multimillion dollar programs / projects with multiple sub-projects* Experience in developing complex EVMS systems and processes* Knowledge of DoD requirements and/or DCMA 14-point assessment* Advanced and integrated use of Deltek OpenPlan and Cobra* Advanced use of Microsoft Suite: Excel, Project, Power BI, Access, Power Point, Word, and Outlook* Proficiency in reading construction blueprints, drawings, and other technical refs* Ability to work and communicate with a diverse group.* Facilitate group decision-making and conflict resolution.* Excellent interpersonal and communication skills, both oral and written for constant and consistent interaction with all departments and employee levels including customers.Preferred Education, Experience, & Skills* Bachelor's degree in Engineering or Construction Management* Certification as a Project Management Professional (PMP) by the Project Management Institute (PMI) and/or Scheduling Professional PMI-SP or equivalent* Department of Defense project management/program management* Earned Value Management understanding/experience* Ship Repair or Navy Contract experience* Proficiency in knowledge of and reading blueprints, drawings, diagrams, and other technical referencesAbout BAE Systems Platforms & Services BAE Systems, Inc. is the U.S. subsidiary of BAE Systems plc, an international defense, aerospace and security company which delivers a full range of products and services for air, land and naval forces, as well as advanced electronics, security, information technology solutions and customer support services.
